> What industry not eligible, business verification failed and domain not approved mean in OpenAI Ads Manager, in OpenAI's own words, and the routes OpenAI gives to appeal.

## The short version

OpenAI checks more than your ads. In its own words: "Account verification, account approval, ad review, and ad delivery are separate checks. Completing one does not mean all the others are complete." A rejection at any one of them stops your ads, even when the others pass. The message in Ads Manager tells you which check failed, and each one has its own route back.

Got a rejection and not sure what it means for your business? Send us your account details. We will tell you plainly whether it can be approved and what it takes.

## What each message means, in OpenAI's words

| What you see | Which check | What OpenAI says |
| --- | --- | --- |
| Industry not eligible | Industry eligibility (account approval) | "The Ads Policies currently prohibit your industry or services from advertising with OpenAI." Also: "A registered or licensed business is not automatically eligible for every advertising category or market." |
| Business verification failed | Business verification | "Verification can fail when we could not verify the accuracy of your business identity, ownership, or affiliations." |
| Business verification in progress | Business verification | "The review may take up to 7 Business days to complete, please reach out to Ads Support if it takes longer." Also: "A pending status can include checks that are waiting to proceed, so it does not always mean an active review is underway." |
| Verification needed before you can save an ad | Business verification | "For self-service accounts that require verification, using an ad destination on a different website domain can require account verification to be approved first." |
| Domain not approved | Domain approval | "We could not verify that your advertiser identity matches your provided domain." |
| Ad rejected | Ad review | Read the rejection message, find the affected text, image or landing page, and check that "the complete ad and destination comply with the Ads Policies and describe the same offering." |
| Ads cannot serve in the countries you selected | Policy by country | "This error message shows up when the policy categories are not allowed in specific geographies." |

Country matters more than most advertisers expect. OpenAI's eligibility table splits regulated categories into US and All Other Countries, and the UAE follows the stricter column. See [what you can and cannot advertise](/guides/chatgpt-ads-policies/) for the full table.

## The routes OpenAI gives you

Appeal an account decisionFor industry eligibility, OpenAI says: "If you believe an advertiser-account decision is incorrect, use the appeal link in the decision email." For a domain decision, it says the email you received explains the reason and next steps. If you cannot find or open the appeal option, OpenAI says to contact Ads Support.
Appeal or re-submit an ad"If you believe that the policy reason does not apply to your ad, you may use the appeal option in Ads Manager or the Request Review button."
Contact Ads SupportIf there is no appeal option, or an appeal is pending for more than 7 days without a decision, email ads-support@openai.com. OpenAI asks you to "include your ad account id and the category of issue you are experiencing."

## What does not work

- **Opening another account.** OpenAI states: "Creating additional accounts does not bypass verification, account review, or other eligibility requirements."
- **Treating approval as automatic once you are licensed.** A trade licence proves the business exists. It does not make every category or market eligible.
- **Assuming OpenAI must approve you.** OpenAI's policy keeps the right "to decline, restrict, or remove advertisers and to refuse to display ad content and website links for any reason".

## Before you appeal

An appeal is a review of what OpenAI can see: your account details, your business, your website and your ads, against its written policies. What you submit, and what OpenAI finds when it looks, decides the outcome. That is why we look at the whole account before an appeal goes in, not only the message on the screen.

Rejected, verification locked with no retry, or stuck in review? Tell us what happened and we will handle the review, the appeal and the follow up with OpenAI for you.

## Quick answers

**Why was my ChatGPT ads account rejected?**
OpenAI runs separate checks on the business, the industry, each ad and delivery. An industry rejection means OpenAI's ad policies currently prohibit your industry or services from advertising, or from serving in the countries you target. A verification failure means OpenAI could not verify your business identity, ownership or affiliations.

**Can I appeal a ChatGPT ads rejection?**
Yes. For an account decision such as industry eligibility, OpenAI says to use the appeal link in the decision email. For a rejected ad, use the appeal option in Ads Manager or the Request Review button, which OpenAI calls the fastest path for resolution.

**Will a new ad account get around a rejection?**
No. OpenAI states that creating additional accounts does not bypass verification, account review or other eligibility requirements.

**How long does business verification take?**
OpenAI says the review may take up to 7 business days. If it takes longer, contact Ads Support at ads-support@openai.com with your ad account ID.

**Who do I contact if there is no appeal option?**
Ads Support at ads-support@openai.com. OpenAI asks you to include your ad account ID and the category of issue.
