> The UAE is on OpenAI's self service list. Who qualifies, the AED 65 daily minimum, how billing and account setup work and a four week test plan.

## The short version

A company based in the UAE can open an OpenAI Ads Manager account today, bill it in dirhams and run ChatGPT ads without a sales contact. The floor is AED 65 a day. The product is labelled beta, so details will keep moving, and this page will move with them. If you would rather have it set up and run for you, we are a [ChatGPT ads agency in the UAE](/).

## Who qualifies

OpenAI publishes a country table for self service access. When we checked it on 31 October 2026 it listed 89 countries as available, and the United Arab Emirates is one of them. Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Jordan, Egypt, Lebanon, Iraq, Morocco, Tunisia, Algeria, Turkey and Israel are on the same table.

The rule that decides eligibility is about the business, not the person clicking the buttons:

> To use self-service Ads Manager, the legal entity that will advertise and be billed must be based in a country listed as available below.

So a Dubai team working for a company whose billing entity sits in an unlisted country does not qualify through that entity. A company with a UAE trade licence does. OpenAI's table does not draw a line between mainland licences and free zone licences, and nothing in its published guidance suggests one is preferred over the other. If your business is set up in a free zone such as DMCC, DIFC or one of the Dubai media zones, the account setup flow asks for your advertiser name and account details such as country or region, currency and time zone, not your licence type.

## What it costs to start

There is no joining fee in OpenAI's documentation. You fund campaigns, and each campaign has a daily budget or a campaign total budget. The minimum daily budget depends on the billing currency of the ad account.

| Billing currency | Minimum daily budget |
| --- | --- |
| AED | 65 |
| SAR | 50 |
| QAR | 60 |
| USD | 25 |
| EUR | 15 |
| GBP | 15 |
| INR | 725 |
| ILS | 60 |

At the floor, a dirham account spends about AED 2,000 in a month. That is enough to see the platform work. It is rarely enough to judge it, because a few dozen clicks will not produce enough leads to compare against Google or Meta. Use the [budget calculator](/tools/budget-calculator/) to size a test that can actually answer the question. See [what ChatGPT ads cost](/guides/chatgpt-ads-cost/) for the full breakdown of bidding and pacing.

## How you are billed

You pick one objective per campaign, and OpenAI does not let you change it in place afterwards.

| Objective | Billed on | Use it for |
| --- | --- | --- |
| Views | Per 1,000 impressions served | Visibility |
| Clicks | Per valid click | Traffic to an offer page |
| Conversions, click billing (oCPC) | Per valid click, optimised toward an event you select | Leads and sales, when most value happens close to the click |
| Conversions, impression billing (oCPM) | Per 1,000 impressions, optimised toward the same event but weighing a wider set of exposures | Longer decisions, where a person sees an ad and converts later without clicking it again |

On Conversions you still pay for clicks or impressions. OpenAI is explicit that you do not pay per conversion. OpenAI also says CPC and outcome optimised bidding now make up the majority of campaigns, and that a Maximize results bid strategy is selected by default for eligible new ad groups, letting the system set and adjust bids toward clicks or conversions rather than a manual bid cap.

## Setting up the account, step by step

OpenAI's account setup guide describes a short sign up followed by a few steps inside Ads Manager. Follow them in this order and campaigns will not stall waiting on a missing field.

Go to ads.openai.com, select Login or Sign up, and sign in with the OpenAI account you use for ChatGPT, ideally tied to a work email, or create one. OpenAI says to have one person create the advertiser account, then invite anyone else who needs access.
Choose whether to create your first ad from your website URL or skip straight to Ads Manager, then enter your advertiser name and account details, including country or region, currency and time zone. OpenAI states these three settings cannot be changed after account creation, so use the UAE entity's real details, not a placeholder.
Complete account verification when Ads Manager asks for it. OpenAI says the review may take up to 7 business days, and that verification can fail when it could not verify the accuracy of your business identity, ownership, or affiliations, so make sure your account, ads and landing pages accurately represent your business.
Go to Settings, then General, and confirm your logo, Account Name, Brand Name and Legal Name. The Brand Name is the public name shown alongside your ads in ChatGPT; use the registered name from your trade licence as the Legal Name, which OpenAI uses for billing and business verification.
Add a billing profile (business name, address, invoice email) and a payment method; OpenAI says billing must be set up before your campaigns can deliver. Your bank may show a temporary authorisation hold when the card is added. That is not a completed charge.
Invite team members from Settings, then Users, then Invite, and assign each person Admin, Member or Viewer access on the account.

## Who should hold the account

This is the decision that causes the most friction later, and OpenAI's role model makes the right answer straightforward. Ads Manager access is granted per advertising account, through roles: an account admin manages the account and its users, a member can build and run campaigns, and a viewer can only see reporting. OpenAI's setup article says to have one person create the advertiser account, then invite anyone else who needs access, and the account's Legal Name is used for billing and business verification, so the client's legal entity should create the account, then invite the agency as a member or admin.

Our approach: the client keeps account admin and the billing profile in their own name, and the agency works as a member. That way the account, the reporting history and the pixel data stay with the business if the agency relationship ever ends. It also fits OpenAI's setup guidance, which separates the person who creates the advertiser account from the people invited to work in it.

## What OpenAI promises users, and why advertisers should care

Four commitments appear in OpenAI's principles for advertising. Ads are always labelled and separate from answers. Advertising does not influence the answers. Advertisers do not get access to private conversations. Users can control how their ad experience is personalised.

For an advertiser this sets expectations. An ad places you beside the answer. It does not put you inside it. If ChatGPT never mentions your business organically, advertising gives you presence in the conversation, and your page has to do the persuading. See [what ChatGPT ads are and how they work](/guides/chatgpt-ads-explained/) for the mechanics behind ad selection.

## Landing pages, crawlers and UAE hosting

Before your first ad can be reviewed, OpenAI's crawler has to reach your landing page. OpenAI operates two bots, OAI-AdsBot and OAI-SearchBot, and states plainly that you must allow OAI-AdsBot and it recommends allowing both. This matters more for UAE sites than the help centre article lets on, because a large share of local business sites sit behind Cloudflare, a regional CDN, or a WAF turned on by a hosting provider by default.

Three checks before you launch:

- **robots.txt.** Confirm it explicitly allows `OAI-AdsBot` and `OAI-SearchBot`, not just `*`.
- **Bot protection.** OpenAI states OAI-AdsBot is officially verified and allowlisted by Cloudflare. If you use a different WAF or a UAE hosting panel's built in firewall, allowlist both crawlers by user agent, and reference OpenAI's published IP ranges (openai.com/adsbot.json and openai.com/searchbot.json) if your provider requires a stable list.
- **Human checks.** CAPTCHAs, JavaScript challenges and login walls on a landing page will block the crawler even after robots.txt and the WAF are fixed.

If your ad is stuck at "Not serving," this is the first thing to check, alongside the account and billing issues covered in [why your ChatGPT ads are not showing](/guides/chatgpt-ads-not-showing/).

## A four week test for a UAE business

Wire tracking first. A pixel on real lead and purchase events, a server side Conversions API feed, and UTM tags with a paid medium so ads do not merge with organic ChatGPT referrals. The UTM builder sets the convention. See conversion tracking for ChatGPT ads for the setup steps.
Open the account under the UAE entity, billed in AED, with your own team as owner, following the setup order above.
Start on the Clicks objective with two or three strong offers, targeting the UAE only. Send each ad to a page built for that specific need, not the homepage.
Move to Conversions once real events have been recorded and validated in reporting.
Judge it in your CRM. Cost per qualified lead or per sale, against Google and Meta over the same four weeks, not against platform reported conversions.

## Common mistakes UAE advertisers make

These are our own observations from setting up ChatGPT ads accounts for UAE businesses, not platform facts.

- **Funding the minimum and expecting a verdict.** AED 65 a day for a month buys a look at the platform, not evidence. Size the test to at least 15 qualified leads before drawing a conclusion.
- **Letting the agency create the account under its own name.** It leaves the client without the account, the pixel data or the conversion history if the relationship changes, and the Legal Name OpenAI verifies would not be the client's.
- **Sending every ad to the homepage.** A UAE audience asking ChatGPT a specific question, in Arabic or English, deserves a page that answers that question, not a general services page.
- **Skipping the crawler check.** A site behind a firewall that has not allowlisted OAI-AdsBot will see ads marked Not serving, with the reason only visible when you hover over the status.
- **Comparing platform conversions across channels.** Google, Meta and ChatGPT ads count differently. Reconcile all three against the same CRM stage.

## UAE and Gulf specifics

- **Currency.** Bill the account in AED. The minimum daily budget is AED 65, and with fixed bidding a daily budget cannot be set below the highest effective bid in the campaign's ad groups, audience bid adjustments included.
- **Budget week.** OpenAI's seven day pacing window runs Sunday to Saturday in the account's time zone, which does not line up with a Gulf working week that typically runs Sunday to Thursday. Plan a Thursday check in, since the budget week is only two thirds through when the UAE working week ends.
- **Language.** OpenAI's ad unit supports a single title and copy per ad, and language selection considers the user's location, language settings and conversation language. Run separate ads for Arabic and English rather than a single bilingual creative, and write context hints in the language your customer would actually use.
- **Regulated sectors.** For a UAE account, OpenAI's rules currently prohibit health services and legal services (including services related to immigration), and most financial services are either prohibited or limited to select approved advertisers. Ads for specific property or job listings are not allowed. See [what you can and cannot advertise](/guides/chatgpt-ads-policies/) for the full table. Where your sector is eligible, also confirm your sector regulator's advertising approval, since that is a local requirement separate from OpenAI's review.
- **Typical verticals we see asking.** Business setup and company formation, real estate developers and brokers, private schools, clinics and aesthetics, car leasing, relocation and logistics, and ecommerce with a product feed. Some of these are limited under OpenAI's rules (clinics and aesthetics are not allowed outside the US, real estate can run only without specific listings, and auto leasing sits under financial services), so check [what you can and cannot advertise](/guides/chatgpt-ads-policies/) first. See [ChatGPT ad examples for UAE industries](/guides/chatgpt-ads-examples/) for worked creative in several of these.
- **Who does this for you.** If you would rather hand off setup and testing, see [our ChatGPT ads account setup service](/services/chatgpt-ads-account-setup/) and [ChatGPT ads for Saudi Arabia and the Gulf](/services/chatgpt-ads-saudi-arabia-gulf/) for running one account across more than one Gulf market.

## What nobody knows yet

There are no long run UAE benchmarks for cost per click or conversion rate, and OpenAI itself says the platform does not yet have performance benchmarks across advertisers, industries or campaign types. OpenAI cites one ecommerce advertiser at 3 times return on ad spend over 28 days, and a technology partner reporting that more than 80 percent of ad driven ChatGPT traffic came from new customers. Those are single examples chosen by the platform owner, not a market average. Anyone quoting a UAE benchmark today, us included, is working from a test of one account, not a published number. If you are picking an agency to run that test, read [what to ask a ChatGPT ads agency](/guides/choose-a-chatgpt-ads-agency/) before you hand over the account.

## Quick answers

**Can a UAE free zone company open a ChatGPT ads account?**
OpenAI's rule is that the legal entity that advertises and is billed must be based in a country on the availability list. The UAE is on the list. OpenAI's table does not separate mainland from free zone entities.

**When did the UAE get access to ChatGPT ads?**
OpenAI announced self service for the Middle East and North Africa on 31 August 2026. An archived copy of OpenAI's availability table captured on 17 September 2026 already lists the United Arab Emirates as available, and we confirmed the UAE row ourselves on 21 September 2026 and again on 17 October 2026.

**Do I need an agency to start running ChatGPT ads in the UAE?**
No. Self service means a UAE business can sign up at ads.openai.com itself. An agency earns its fee on tracking, structure and judging the test honestly, not on access.

**Can I pay for ChatGPT ads in dirhams?**
Yes. OpenAI's campaign guide lists AED as a billing currency with a minimum daily budget of AED 65.

**Can my Dubai team advertise in Saudi Arabia from the same UAE account?**
Some new self service accounts can initially advertise only in their home country. An account becomes eligible for other supported countries once identity verification is approved and it reaches a required spend threshold in its home country.

**Who should own the ChatGPT ads account, us or our agency?**
OpenAI's roles let the business keep the Admin role while granting an agency the Member role to build and manage campaigns. OpenAI's setup article says to have one person create the advertiser account, then invite anyone else who needs access; we recommend that person sits inside the client business, so the account stays with the entity that is billed.

**Will my UAE landing page work if it sits behind Cloudflare?**
It can, but you must allow OpenAI's crawlers. OAI-AdsBot is officially verified and allowlisted by Cloudflare, and OpenAI recommends allowing OAI-SearchBot as well.
