The platform: what Ads Manager actually does

OpenAI describes Ads Manager Beta as supporting the core workflows needed to run campaigns end to end.

  • Create and manage campaigns, individually in a guided flow or at scale through bulk upload for supported campaign types
  • Monitor performance across campaigns, ad groups and ads, in table view, chart view and CSV export
  • Manage account settings, including members, permissions, API keys, billing details and a change log

OpenAI is explicit that because the platform is still evolving, some capabilities are limited today and more will be added over time. Product feed campaigns, for example, cannot currently be created through bulk upload, only through the guided flow.

Where ads appear inside ChatGPT

Ads can appear below the end of a ChatGPT response, labelled as sponsored and visually separated from the answer. A person may see one or more ad units under a single response when there is a relevant match, and a unit can carry one or more items from one advertiser or several.

Where ads do not appear

  • Temporary Chats do not show ads.
  • OpenAI states ads do not currently appear in the ChatGPT Atlas browser during the test.
  • Ads are not eligible to appear near sensitive or regulated topics, including personal health, mental health and politics, and OpenAI states it does not currently allow political advertising.
  • Ads do not appear for people on Plus, Pro, Business, Enterprise or Edu plans, or for accounts identified as belonging to people under 18.

What is self service today

Self service means a business can sign up, build campaigns and launch without a sales contact, provided the advertising and billing entity is based in a country on OpenAI's availability list. That list includes the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Bahrain, Oman and most other Gulf and wider Middle East markets as of this guide's verified date. Where self service is not yet available, OpenAI directs advertisers in some markets to its Ads team or agency and technology partners instead, and account creation itself does not grant early access in an unavailable country.

What is still limited or alpha

Not everything under the OpenAI ads umbrella is open to every advertiser yet.

Sponsored AgentsA format that lets a person chat with an AI representative of a business from an ad. OpenAI states it is available only to selected advertisers in a limited alpha test, and it is not accepting early access requests at this time.
Custom audience personalisation in the EEA and SwitzerlandOpenAI advises against using custom audiences for campaigns targeting the EEA or Switzerland while ads personalisation is unavailable there.
Bulk upload for product feed campaignsAds Manager CSV upload does not currently support creating product feed campaigns. They are built through the guided workflow only.

What account management covers, beyond campaigns

Ads Manager is not only a campaign builder. OpenAI lists account level settings that sit alongside campaigns, ad groups and ads: members and their roles, permissions, API keys, billing details and a change log of what was edited and when. For a business running more than a handful of campaigns, or handing day to day management to an agency, these settings matter as much as the creative does.

The account structure every OpenAI ads account shares

Every campaign in Ads Manager, in every country, follows the same three level structure.

An ad account can hold up to 5,000 campaigns, 5,000 ad groups and 5,000 ads. Objective and billing model are fixed once a campaign is created; changing either means building a new campaign.

This structure is worth learning before you touch anything else in Ads Manager, because almost every setting you will later encounter, bidding, budgets, context hints, custom audiences, targeting, attaches to one of these three levels and nowhere else. A bid lives at the ad group. A conversion event lives at the campaign. Titles and images live at the ad. Knowing which level a setting belongs to saves a lot of hunting through menus once an account grows past a first test campaign.

How advertising inside a conversational assistant differs, in general terms

This is our own framing, not an OpenAI claim, and we are not making comparisons to specific other companies or products here. Advertising inside a conversational AI assistant is a newer category than search or social advertising, and the AI assistants that show ads at all do not necessarily work the same way as each other. What we can say about OpenAI's specific approach, because it has published it, is that ad selection is driven by the meaning of a conversation rather than a typed keyword, that context hints replace a keyword list, and that OpenAI states plainly that ads never influence what the assistant itself says in an answer. Whether other AI products place ads at all, and how, is a separate question this guide does not answer, since OpenAI's documentation only describes its own platform.

Who can actually open an account

Two conditions both have to be true. First, the advertising and billing entity's country has to appear as available on OpenAI's list. Second, OpenAI's own account review considers whether the products or services you offer are eligible under its ads policies, so an approved country does not guarantee an approved application. A UAE company selling a disallowed category can still be rejected on policy grounds even though the country itself is open.

Common confusions worth clearing up

  • "OpenAI ads" is sometimes confused with advertising through OpenAI's API or models generally. This guide, and OpenAI's ads help centre, refer specifically to sponsored units shown inside the ChatGPT product, run through Ads Manager. It is not the same thing as building your own product on OpenAI's API.
  • Ads Manager Beta being labelled "beta" is sometimes read as "not real yet." It is a live, self service, billed advertising platform. Beta signals that OpenAI expects features to keep changing, not that spend is not real.
  • People search "openai ads manager" expecting a separate sign in from "chatgpt ads." They are the same login and the same account, reached from the same address, ads.openai.com.

UAE and Gulf specifics

The United Arab Emirates sits on OpenAI's self service availability list, so a UAE registered business can open an account, bill in AED and launch without an OpenAI sales contact, following the same three level campaign structure as every other market. The minimum daily budget for a dirham billed account is AED 65.
