The short version
Nobody can quote you a fixed price, because there is not one. Cost comes out of an auction. What OpenAI does publish is how you are billed, a suggested starting bid, the minimum daily budget in each currency and the rules for how a daily budget is spent. Those four things are enough to plan a test.

Bids are set at ad group level. The objective and billing model cannot be changed after a campaign is created, so choosing wrong means building a new campaign.
The one price signal OpenAI gives
For CPC campaigns OpenAI writes: "we recommend starting with a maximum bid of $3 to $5 USD per click". At the fixed dirham peg that is roughly AED 11 to 18.
Read it for what it is. A suggested starting maximum bid from the platform, written in US dollars. It is not a UAE average and it is not what you will pay. The auction is second price and relevance weighted, so a more relevant ad can win at a lower cost. Ads Manager also shows bid strength guidance that tells you whether a bid is likely to limit delivery.
The auction in plain words
When more than one ad is eligible, OpenAI weighs relevance together with the bid. Two consequences follow. A high bid on a vague ad loses to a fair bid on a specific one. And every improvement in relevance, from better context hints to a tighter landing page, lowers what you pay for the same position.

The currency is set when the account is created. One more rule applies to fixed bidding. The daily budget must be at least as high as the highest bid in the campaign's ad groups.
How a daily budget is really spent
This catches people out. OpenAI treats the daily budget as an average across seven days.
- A single day can spend up to twice the daily budget.
- Across seven days, spend will not exceed seven times the daily budget.
- The budget week ends on Sunday at midnight, and a mid week change is prorated from the change to that point.
With AED 250 a day, one strong day can bill AED 500, and the week will stay within AED 1,750. Plan cash flow on the weekly number, not the daily one.
Sizing a UAE test
Work backwards from outcomes, not from the minimum. You need enough leads or sales to compare against Google and Meta, and fewer than about 15 tells you nothing.

Costs outside the platform
Media is paid by you directly to OpenAI by card. Creative, landing pages, tracking setup and management are separate. The item most often left out of a budget is measurement, and it is the one that decides whether the test can be judged at all.
