The short version
A ChatGPT ads daily budget is not a per day spending cap. It is the average amount you want to spend per day over a rolling seven day period. OpenAI can bill up to twice that amount on a strong day, and will not bill more than seven times that amount across the seven day period. A campaign total budget works differently: it is a hard ceiling for the whole campaign, and OpenAI's own pacing system spreads spend toward that ceiling using the time you have left. Both systems are published rules, not guesses, and the arithmetic below is ours, built directly on those rules.

Daily budgets: the exact rule
OpenAI states this plainly in its Daily Budgets article: "Your maximum daily spend is twice your daily budget... Your maximum seven-day spend is seven times your daily budget." Three consequences follow directly.
- Spend can be higher on some days and lower on others. If delivery is light on a Monday, the unused amount can be picked up later in the same seven day period.
- A day of strong delivery can bill up to double your set amount, and that is expected behaviour, not a bug.
- Across the full seven days, billed spend will not exceed seven times your daily budget, no matter how uneven the days were.

If your AED 200 budget delivers unevenly, for example AED 350 on a Monday and AED 120 on a Tuesday, that is normal pacing. What matters is the running seven day total, not any single day in isolation.

OpenAI's rule: "If you change your daily budget during a day, your maximum daily spend for that day is based on the highest daily budget amount that was active at any point during that day." The seven day cap is then "prorated from the time of the latest budget change through the next Sunday at midnight."
Worked through in AED, purely as arithmetic on that rule:
- Your daily budget is AED 150 from Sunday through Wednesday morning.
- On Wednesday afternoon you raise it to AED 220.
- For that Wednesday, your maximum spend is 2 x 220 = AED 440, because 220 was the highest budget active that day, even though it only applied for part of it.
- From the moment of that change through the coming Sunday at midnight, OpenAI reproates your seven day spending limit around the new AED 220 daily amount. It does not simply restart a fresh 7 x 220 window, and it does not retroactively apply the higher budget to Sunday through Tuesday, which already billed under the AED 150 rate.
The practical takeaway: raise a budget when you actually want more room for the rest of that week, not as a same day fix, because the increase does not fully apply until OpenAI reprorates from that point forward.
The budget week and your account's clock
The budget week runs Sunday to Saturday in your account's own time zone, not UTC and not the user's local time. If your UAE account's time zone is set to Gulf Standard Time, that is also the clock OpenAI uses to decide when the seven day allowance resets. This lines up conveniently with the UAE working week, which also runs Sunday to Thursday, so a Sunday morning check of the previous week's total is a natural habit to build into a UAE reporting routine.
Why you sometimes cannot lower the daily budget
For campaigns using fixed bidding, the daily budget field has a floor: it must stay at or above the highest effective per event bid across the campaign's active ad groups, including any audience bid adjustments. OpenAI's own example, converted to AED: an effective ad group bid of roughly 250.50 US dollars, about AED 920, blocks you from setting the daily budget below AED 920 until that bid is lowered first. This constraint does not apply to Maximize Results automated bidding or to campaign total budget campaigns; it is specific to fixed bidding on a daily budget. To fix it, lower the ad group bid or the relevant bid adjustment first, save that, then lower the campaign's daily budget.

Campaign total budgets: pacing works differently
A campaign total budget is a ceiling for the whole campaign rather than a daily average. OpenAI's system uses your remaining budget and your schedule to guide spend toward that ceiling over time.
- If a campaign is spending ahead of pace, delivery can slow to preserve budget for the remainder of the schedule.
- If it is behind pace, delivery can continue so it has a chance to catch up, though actual spend still depends on real delivery opportunities.
- For campaigns with an end date, the pacing period runs to that date, up to a maximum of 365 calendar days.
- For campaigns without an end date, OpenAI uses a default 60 day pacing period.
- OpenAI recommends setting an end date so pacing lines up with the schedule you actually intend, rather than defaulting to that 60 day window.

What changing your bid does and does not do
OpenAI is explicit that changing your bidding strategy does not override campaign total budget pacing, and that low bids can still limit delivery and cause a campaign to spend less than its full budget even with plenty of budget remaining. UAE and Gulf specifics
A UAE dirham account starts at AED 65 a day, well under the level most agencies would call a meaningful test, so the constraint most UAE advertisers hit first is the seven day averaging, not the minimum itself. If you run a campaign tied to a specific UAE calendar event with a fixed end date, use a campaign total budget with that end date set explicitly; leaving it open lets OpenAI's default 60 day pacing window spread your spend well past the event. If you expect to expand into Saudi Arabia or Qatar later, note that those accounts carry their own separate minimums, SAR 50 and QAR 70, and that a new account may initially be restricted to delivering only in its home country regardless of the budget you set, a restriction covered in full in our guide to ads not showing.
Reconcile your weekly spend on Sunday, since that is when OpenAI's own budget week resets in your account's time zone, and it happens to fall at the start of the UAE working week too.
