The short version

ChatGPT ads gives you two ways to bid: set a maximum yourself, or let OpenAI's system set and adjust bids for you toward a goal you choose. Every bid, whichever way it is set, competes in a relevance weighted, second price auction, which means the highest bidder does not always win and a lower bid can beat a higher one if it is more relevant to the conversation. Nothing here is a CPC or CPA guarantee. OpenAI is explicit that neither bid strategy promises a specific cost outcome.

The two bid strategies

For a plain CPC campaign, OpenAI's own guidance is to start with a maximum bid of 3 to 5 US dollars per click, roughly AED 11 to 18 at the fixed dirham peg. That is a global starting point for the beta, not a UAE benchmark, and your actual cost per click is decided by the auction, not by this number.

How the auction actually decides

OpenAI uses what it calls a relevance weighted, second price auction. Two things follow from that description, and both matter more than most advertisers expect.

  • Relevance is weighed alongside the bid, not after it. A highly relevant ad with a modest bid can beat a less relevant ad with a higher one. Context hints, ad copy specificity and landing page match all feed into relevance; see our context hints guide.
  • It is second price. The winning advertiser does not necessarily pay their own maximum bid; the mechanics of what they are charged sit inside a second price structure, so a well matched ad can end up paying less than its ceiling to win the same placement.

Manual: Max bid, in detail

You choose this by selecting it in the ad group's Bid strategy section instead of the pre selected Maximize Results option. Ads Manager shows bid strength guidance next to the field, indicating whether your entered bid is likely to be competitive or may limit delivery. Treat this as directional. OpenAI separately notes, in its troubleshooting guidance, that bid recommendations are estimates, while the Low bid warning that can appear on an ad group uses observed auction performance, and the two signals can disagree. A bid that looks fine against the general recommendation can still trigger a Low bid warning based on what your specific campaign is actually seeing in the auction.

Manual bidding is the only way to guarantee you never pay more than a set number per click, per thousand impressions or per conversion. That certainty is also its limit: a bid set too conservatively can throttle delivery for reasons that have nothing to do with your budget.

Maximize Results, in detail

Maximize Results is described by OpenAI as letting ChatGPT Ads "automatically set and adjust bids on your behalf," designed to "help get as many results as possible from your budget." It optimises toward whichever goal your campaign objective represents, clicks or conversions, and is selected by default for eligible new ad groups.

  1. Create a campaign in Ads Manager Beta

    Choose your objective as you normally would.

  2. Continue to the ad group step

    Maximize Results appears pre selected for eligible new ad groups.

  3. Review it, or switch to Manual: Max bid

    Change the selection in the ad group's Bid strategy section if you want a fixed ceiling instead.

  4. Complete ad group and ad setup, then launch

    Bids will then adjust automatically for the life of the campaign under this strategy.

OpenAI is direct about the limits: Maximize Results "prioritizes result volume and does not guarantee delivery against a specific CPA, CPC, ROAS, or other cost-efficiency target at this time." If you have a hard cost ceiling you must respect, OpenAI's own advice is to use manual or advanced bid controls instead. We would treat Maximize Results as the right default for a first test where you want to learn what the platform can deliver, and switch to manual bidding once you know roughly what a result should cost you.

Bid Cap on conversion optimised campaigns

For oCPC and oCPM campaigns, the number you set is called Bid Cap: the maximum you are willing to bid for a conversion. OpenAI describes how it is used precisely: "the system uses predicted conversion likelihood to determine an auction bid while optimizing toward your selected conversion event." What you are billed still follows the campaign's billing model, valid clicks under oCPC or impressions under oCPM, and OpenAI states plainly that Bid Cap "is not the price charged for a conversion or a guaranteed achieved cost per acquisition." Your actual cost per click or per thousand impressions is set by the auction, same as any other objective; Bid Cap only shapes how aggressively the campaign competes for placements it predicts will convert.

OpenAI also notes there is no recommended Bid Cap amount published at this time, and advises reviewing performance over enough volume before making large changes to it.

How your bid and your budget interact

A bid does not operate independently of the budget around it. Two rules from OpenAI's own documentation matter here.

  • Fixed bidding sets a floor under your daily budget. The daily budget must stay at or above the highest effective bid across the campaign's active ad groups, including audience bid adjustments. Lower the bid before you can lower the budget below it. This constraint does not apply to Maximize Results or to campaign total budget campaigns.
  • Bidding strategy does not override budget pacing. OpenAI's Budget Pacing guidance is explicit: changing your bidding strategy does not make a campaign total budget spend faster, and a low bid can still limit delivery and leave budget unspent regardless of how much is available. The two systems, pacing and bidding, work independently, and a problem in one is not fixed by adjusting the other.

Reading bid strength and Low bid warnings correctly

Ads Manager surfaces two related but different signals, and conflating them is one of the more common mistakes we see.

Neither signal is a promise. Both are inputs to a decision you still have to make, and both sit alongside relevance as the two things that actually decide delivery.

UAE specifics

There is no separate bidding mechanism or discount for UAE accounts; the same relevance weighted, second price auction applies everywhere self serve is available, and the United Arab Emirates is listed as an available self serve market. The one practical UAE issue is currency literacy: every bid guidance figure OpenAI publishes is in US dollars, so convert before you set a number in an AED account rather than typing the raw dollar figure into a dirham field. At the fixed peg of 3.6725, the published 3 to 5 US dollar CPC starting point is roughly AED 11 to 18, and that conversion is ours, not OpenAI's. If you plan to run parallel accounts in Saudi Arabia or Qatar, remember bids and budgets are set per account in that account's own currency, so a bid tuned for an AED account has to be reconverted, not copied, into a SAR or QAR one.
